The Indonesian Mujahidin Council (Majelis Mujahidin Indonesia, MMI) was established at the Mujahidin Congress in Yogyakarta on August 5-7, 2000. This organization is oriented towards the implementation of the caliphate system, imamah, and jihad, with the primary mission of implementing Islamic law (sharia) in Indonesia. MMI is led by key figures such as Irfan S. Awwas and Abu Bakar Ba'asyir. One of the important outcomes of the congress was the "Yogyakarta Charter," which emphasizes commitment to sharia and rejects ideologies that contradict Islam. The establishment of MMI was driven by dissatisfaction with leadership within Jamaah Islamiyah (JI) and the desire to comprehensively implement sharia.
MMI is known as a puritan and militant organization that frequently engages in frontal actions to prevent immorality and support the implementation of sharia. MMI also adopts a universal alliance movement pattern, open to various organizations and individuals with similar objectives. Nevertheless, MMI maintains the correctness of faith (aqidah) from the perspective of salafi aqidah. The legalistic-formalistic, doctrinaire, and militant character of MMI reflects their rigid views on the implementation of sharia in all aspects of life. They believe that the implementation of sharia is obligatory for every Muslim, both individually and collectively, including in the formation of an Islamic state.
Ideologically, MMI shares its thinking with other Islamist and fundamentalist movements such as the Muslim Brotherhood (Al-Ikhwan Al-Muslimin) and the Taliban. The phenomenon of Arabization is evident in the use of Arabic symbols and the scriptural purification approach of the Wahhabi model. MMI strives to build a total Islamic system through state institutionalization, emphasizing Islamic integralism that encompasses all areas of human life.
